Panchayat a means of development

Village "Duggaour" of Lucknow district where "Vatsalaya" (partner organisation) has been working from the past 6 months with the various activities to build community organization. This village is still deprived from all facilities provided by government,. The panchayats was also in the most critical condition as it was not functioning in a democratic system ie. no gram sabhas were called. people were not aware etc. about facilities provided by the government and even their rights also.
After a short span of time Vatsalaya had created a good reputation among villagers and form village development committee. This group had organized a village level meeting and invited Pradhan and Secretary to pressurize for deciding date, time and venue for the Gram Sabha.
On 2nd June 2004 Pradhan has organized a gram sabha where Assistant Development Office (ADO), was also called by the villagers. Initially in this meeting people have shown their frustration complaints about past situation, but later on they also discussed about different activities implemented in the past one year and a social audit was done community also forced them to plan out all activities for the future interpenetration, where they identified the real beneficiaries of various Government programme. This was the first time in the history of the village where Gram Sabha was organized.

Contribution of community to livelihood through joint effort

Village "Panchula" of Banda district is a backward and remote where accessibility is quite difficult. Due to this government schemes are also not reaching this place and people were living their life in critical conditions. When "Gram Umesh Sansthan" has intervened in this village, it found that the inhabitants wer suffering from water born disease. As there was only a singles source of drinking water, a depilating well. Although community consumes water from the existing well, which was worst in condition and harmful for health.
After several meetings with the community it was found that due to lack of collective efforts and financial resources this well has not been repaired. Therefore GUS staffs started motivating people by conducting door to door visits. Slowly people became aware of their present health status and its root cause. Gradually people started coming to the meetings where this issue was raised always with priority. Some villagers decided that if the materials can be made available to them they would contribute their labour without any charge. Initially some people showed reluctance but with the encouragement of their fellow villagers they also were willing to be a part of this group. In the second day, there was a huge gathering inducing women and children who wanted to contribute their efforts in this * task. Therefore, the village committee decided to create a roaster in which the workforce was invited by rotation.
After a week the well was completed and women are happy by saying " It's our well, and we made it, thanks to GUS." |

Community lesson to exploiter

"Chapra Bujurg " is a remote village at Rudrapur block of Deoria district feudalism is rampant in this village and dalit people were exploited to every means by the feudal leaders and sheet their mouths up due to the terror of these people however, when YCK entered into the village and started the processes of awareing people about their rights, they got threatened of their life.
Despite this adverse condition the staffs of YCK regularly held meetings courage in the village. By seeing this even womenfolk started to attend these meetings.
One day when the meeting was in progress, some feudalist people came there holding guns and lath is and started abusing women. They also threatened to staffs of YCK, but the women present over these registered their strong protests as a result all intruders have to go back. This kind of activities continued for some period of time and protested by dalit women at every occasion due to the courage gained by them. lastly the feudalist gave up and their wives and sisters also began to join the group of dalit women for gaining similar confidence level. |

When People Forced Police To Retreat

Village Mau is located at the Nadigaon block of Jalaun district in Uttar Pradesh. It is situated in the bank of River 'Pahuj' and shares its border with Madhya Pradesh. The entire area is very inaccessible. This village is also prone to flood and means of livelihood is very limited. The main inhabitants are Dhimars, a fishing community with whom Samarpan Jan Kalyan Samiti is working.
This village has been a subject of exploitation of police and dacoits for some time. On 25th September 2004 police raided this village in night and the women were abused and molested by the policeman. On 28th Sep 2004, police again raided this village and started beating innocent villagers. Seeing this villagers got united and protested this inhuman act of police. Ultimately police had to retreat from that place. Next day village leaders came to Samarpan's office and thanked them for their awareness building programmes. Samarpan team led them to the office of superintendent of police and informed him about the misdeeds of the Police. The S.P. assured them that suck things would not be repeated in future. |

The Change

In subhakarpur village most of the section of the society belong to the dalits family. In this village there is no primary school. Most of the Dalits children are uneducated and some children go to private schools. Women groups and some community-based groups discussed about why there is no primary school? It was found that preceding Pradhan has wrote a letter to district administration that there is no land for school. PIO staff and the members of the Gram Sabha discussed this issue with local MLA and pressurized pradhan to donate gram sabha land for school building & sanction the money immediately for construction. Pradhan donated the grabha land and released money immediately for school. |

Women in panchayat

Smt Leelawati Davi wife of Shri Laxman ram in Karwala gram told that due to lack of awareness and patriarchal nature of society, not a single woman ever attended Gram Sabha meeting. Women cannot participate in panchayats and in election too, but now due to interventions of PIO women are able to take part in the panchayat Election and in development works. PIO has started women empowerment Programme, under this programmes they provided necessary information regarding
 Role of Elected Women Representatives.
 Role and Responsibilities of the Gram Panchayat and the members.
 Necessary information about Coming Election.
Due to this, women are able to get information about panchayats and intervene in the proceedings of panchayats, which ensures increased participation of women in panchayats

Ownership in the process

Gram Panchayat Nakwa is a Marachi tola. Most of the villagers are from Mallah community and the accessibility is quite difficult. There is no side road and other facilities. In Makwa Tola communication between other villages and Gram Panchayat is very difficult all the time because there is no transportation facility.In this village most of the people encroached the roadsides but no one can raise their voice against any one. After the intervention of PIO some women groups and community-based groups organized a meeting to discuss about the road construction. After listening to every body from the groups it was decided to go to Tehsil and take the order of road map. Every community member were having the same opinion at this point and decided time and date for action. On 17/12/04 they organized meeting and decided to collect contribution of Rs. 20 for each house with a total contribution of Rs. 1000 they started construction of the road. Each men, women and children contribute there labour without any wages for construction of road. |

The Flower |

It was just a flower, they have never seen neither heard about mushroom. When the workers of YCK talked with the women’s they said, we are the poor and have taken birth to do labour work, even we did not have any land to cultivate the crops, then how we can cultivate this mushroom, it is impossible for us. Mushroom is a kind of vegetable, which can be produced in a small hut, and it is much more nutritious than any other vegetables like cabbage, cauliflower, spinach, beans etc. and it provides all the vitamins for a person. To embark on this, training was given then after people have started growing mushroom in their small huts initially for the consumption and even stored the dry mushroom for further use. Mushroom is just like a star in the sky and they want to continue this practice of mushroom cultivation through out there lifetime for consumption and to earn foe their livelihood. |
