After 59 years of independence, our country is still struggling with the problem of poverty in terms of implications of human rights, adequate resources for sustainable livelihood and participation in practice which affects the lives of deprived section. There are two main reasons for this situation firstly unavailability of resources and secondly management of the available resources. The Indian government has sprint many people welfare policies but none of them were effective enough to support in eradication of poverty. Implementation process of these policies was very complex and prearranged, as a result only a small fragment were benefited who were in an organised faction. In today's context, developmental interventions of governments is not capable enough to provide enough and dignified work to each human being willing to work along with the improved infrastructure services on sustainable basis. This holistic scenario is continuously deteriorating the life of people, whose livelihood comes in lower order of the economic hierarchy.

At present, rural population in Uttar Pradesh are facing the same problem for sustaining their life. There is lack of active alliance of deprived community to claim their rights, acquire required resources to sustain their livelihood and ownership in decision making in developmental interventions. Deprived community are not strengthened enough to raise voices against the immoral and injust practices prevailing in the society. Due to their unconsciousness of the root causes of deprivation and unawareness about the Government policies and schemes, people are unable to ensure proper implementation of government schemes. An emerging necessity of an alliance of committed grassroots stakeholders was felt in order to identify local issues and for incorporation of these issues in developmental interventions through joint effort.

Inspired from the need of alliance building it was determinate to aware and organise the local community to make them an integral part of development, so that they can be unconfined from the title like poverty, oppressed and deceived, and sustain a respectful and contentment life. In order to mobilize & sensitize the deprived community, the process of mass awareness and conceintization becomes an essential component.

The concept of empowerment should not be limited to charity or service delivery work rather it should spell more about bringing the marginalized & the unprivileged into the process and to involve them in planning, decision-making and implementation activities i.e. vision of a society where rights of people are secured and they equally enjoy the benefits of development. For this it becomes essential to strengthen the local communities & groups so that a pressure group could be created to take up the initiatives. Integration of people’s interests and their voices in the State policies is imperative for the nation development. Mass mobilization, alliance building and collective advocacy around policy issues are the essential strategies for involving the community in development processes.

Bringing Civil Society Organisations, People’s Organizations & movements, Policy Makers, Government Officials, Like-minded groups, Media, individual like academicians, development workers, policy annalists, community leaders and other stakeholders on a common platform in order to initiate debates on contemporary issues will be impetus area.

Jan Kendrit Vikas Manch is an initiative of developmental organizations of Uttar Pradesh who has strong belief in collective processes with an objective of empowerment of the poor & the marginalized in true sense. Alliances & networks at three levels viz. village, district & state will be the three tier platforms to raise voices at different level & JKVM will coordinate the entire process from grassroots to State level and will facilitate the collective process in order to address the issues affecting the life of the poor and the marginalized.
